Duties As a INTERNAL CONTROL ANALYST-TITLE 5, GS-0501-11, you will provide administrative oversight of the Quality Assurance ProgramProvide technical assistance and advice to the Financial Manager and staffEnsure effective and efficient quality standards and internal controls are in place at base level operationsEnsure the unit is performing in accordance with established standardsResearch, develop, modify, and maintain qualitative standards for use in evaluating and monitoring performance indicatorsProvide technical internal control advice on military pay, civilian pay, travel pay, disbursing and collection, accounting, vendor and contract pay, budget, and systems administrationMaintain a schedule of all reports, audits, inspections, and internal control reviewsIndependently conduct reviews to assess organizational performanceManage self-inspection programsExamine accounting and financial functions to ensure all obligations and payments comply with applicable lawsEnsure all payments are properly accounted and funds are safeguarded against waste, loss and misappropriationReview military pay vouchers, travel payments, and entitlement documents to ensure supporting documents are applicable and validPerform post-audit voucher reviewMonitor access to financial systems and prepare internal control reportsScreen for any unauthorized access level or dual access between the payable systems and the general accounting systemReview and coordinate applications affecting automated systemsIdentify system changes and conduct system change testsGather data, track discrepancies, prepare trend charts, and facilitate discussions with personnel at financial or QA meetingsFacilitate monthly QA meetings and prepares minutesPerform other duties as assignedA more comprehensive detailed description of the position may be found in Position Description PDT5903400 on file in the employing unit or in the Human Resources OfficeContact the KY HRO Staffing Section via email for additional information, Requirements Conditions of Employment CONDITIONS OF EMPLOYMENT:

Experience:
Must have at least one (1) year experience at the next lower level in the normal line of progression through federal service (GS-09) or equivalent experience in the private or public sector that demonstrates the experience and knowledge of financial management objectives, missions, policies, and systemsExperience providing analysis, validation, processing, and/or correction of financial transactionsExperience preparing and maintaining financial reports, files, and recordsExperience and knowledge of military pay, civilian pay, travel pay, disbursing and collection, accounting, vendor and contract pay, budget, and/or systems administrationEXPERIENCE REQUIREMENTS:

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
