Emergency Management Specialist

Relocation/Recruitment Incentive is authorized for highly qualified candidates The Emergency Management Specialist (EMC) is responsible for coordinating the Emergency Management plan for the Medical Center. The incumbent will be responsible for the plans for establishing, implementing, maintaining, testing, and evaluating the operational response system for disaster and/or emergency threats, which could impact on ability to provide essential patient care. Response systems include communication, warning, evacuation, shelter, and the emergency operations center. The major duties include but are not limited to:
The EMC is responsible for coordinating the efforts of the medical center, Community Based Outpatient Clinics (CBOCs)and staff involved with emergency management to ensure that emergency management is developed and implemented in accordance with VHA Directives and local policies. The EMC is further responsible for continual improvement of emergency management program; Provides leadership and direction to management, professional and technical personnel regarding the development and implementation of the facility Emergency Management Programs. As EMC, the incumbent plans, organizes implements, oversees and provides technical assistance for projects to resolve emergency management problems. The assignments may include but are not limited to, planning, facilitating, evaluating emergency preparedness in drills to ensure they comply with Occupational Safety and Health Administration (OSHA), The Joint Commission (TJC), Commission on Accreditation of Rehabilitation Facilities (CARF), Veterans Health Administration (VHA) among others; Participates as a member of various committees (internal and external) to ensure that the Robley Rex VAMC is kept up to date on emergency management matters. The committees include:
Emergency Management Committee; Louisville Federal Coordinating Center planning meetings; Environment of Care; Construction Safety Committee; VISN 9 Safety/Emergency Management Committee; VHA DEMPS; and VHA Emergency Management; Develops and implements emergency management policies, procedures, and systems. Advises management on how emergency management policies, procedures and systems will affect the operation of the medical center. Plans, conducts or directs special studies concerned with emergency management compliance problems, which require the development or modification of policies/ procedures; Develops a Comprehensive Emergency Management Program (CEMP) that addresses the threats and hazards faced by the medical center and CBOCs, including strategies to coordinate with State, local, tribal, private sector and non-profit organizations in the community; Serves as the manager for Robley Rex VAMC Hospital Command Center (HCC) and oversees the use of the HCC during an incident that requires activation and periodic testing and operations of the required HCC equipment and capabilities; Measures the effectiveness of existing emergency preparedness programs and recommend additions to emergency management programs, as needed to meet changing emergency management requirements. Plans, directs, conducts and evaluates operational and emergency tests and exercises to assess readiness. Participates in developing courses of instruction for local personnel, preparing course agenda, making arrangements for demonstrations, drills and giving technical instruction on emergency response. Provides command, control, communications, and coordination among all departments and services within the facility during emergencies; Oversees the facilities Disaster Emergency Medical Personnel System (DEMPS), All Hazard Response Team and FCC Patient Reception Team, and Performs other related duties as assigned. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. In addition to meeting the time-in-grade requirement, you may qualify based on your experience and/or education as described below:
Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience gained working in a medical office/hospital setting in an administrative/clerical support position. Examples of specialized experience would typically include but are not limited to:
working in a medical center/hospital environment, performing the following:
developing, implementing, evaluating and improving medical center comprehensive emergency management plans, ensuring facility compliance with the national emergency medical system protocols as well as ensuring effective coordination and planning with external planning councils; analyzing and assisting in the development of new or modified program policies, regulations, goals and objectives; and ability to communicate effectively with individuals with varying levels of understanding, quantitative and qualitative analysis in order to assess requirements for an emergency management program; skill in the evaluation of Federal, State and local emergency management problems; performing emergency management work to include experience coordinating with other entities. OR EDUCATION:
Successful completion of three (3) years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree that provided the knowledge, skills, and abilities necessary to do the work of the Emergency Management Specialist position. Note:

Equivalent combinations of successfully completed graduate level education (beyond the second year) and specialized experience, as described above, which may be used to meet total experience requirements for this grade level. The education portion must include graduate courses that provided the knowledge, skills, and abilities necessary to do the work of the Emergency Management Specialist position. NOTE:
