This position involves a multi-grade career ladder. The major duties listed below represent the performance level of GS-7 grade level. At the GS-6 developmental level, you will progressively acquire the background necessary to perform at the GS-7. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. This position is located within the Strategic Business Unit (SBU) in Louisville, Kentucky. Major duties of this position include, but not limited to:
Assist HR Specialist with the onboarding on new employees to include arranging for physical examinations, ensuring completion of all appropriate benefits forms. Independently conduct orientation for new appointees as determined appropriate. Reviews completed documents for missing or conflicting applicant information as required. Responsible for processing new employee's enrollments, administering the oath of office, and ensuring standards of conduct and government ethics orientation are completed and signed. Perform technical work in processing and coding a variety of personnel actions, including accessions, promotions, pay changes, separations, etc., while determining appropriate nature of action, legal authorities, pay setting, etc. Review and determining appropriate retirement system, creditable service, within grade increase eligibility, leave groups, etc. Monitor and maintain the electronic personnel folder (eOPF) to ensure actions are received, reviewed and uploaded in a timely manner. Provide consultation, advice, guidance, and assistance regarding retirement eligibility, life insurance, and health benefits. Answer inquires from employees and applicants concerning eligibility, qualifications, and processes to be used in the application process. Prepare, research, and compose required staffing reports as requested. Assist in coverage of other duties (such as front-desk coverage) as required by management. Use Microsoft Word, Excel and Outlook, HR Smart, USA Staffing, HR SharePoint, and other automated systems to perform daily tasks. Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For the GS-6 level of this position you must have served 52 weeks at the GS-5 level. To qualify for the GS-7 level of this position, you must have served 52 weeks at the GS-6 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note:

GS-6 Specialized
Experience:
You must have one year of specialized experience equivalent to at least the GS-5 level in the Federal service. Specialized experience is experience that is typically in or related to the work of the position to be filled. Examples of specialized experience would typically include, but are not limited to:
basic understanding of Federal/VA staffing functions; recordkeeping, reporting, information and receptionist duties; preparing correspondence and reports; using MS Office applications and computerized systems to edit and retrieve information from a database; maintaining personnel files; reviewing, processing and coding the full range of personnel actions in HRSmart ensuring accuracy and completeness using the proper Federal guidelines and regulations; computing and establishing employee service computation dates, determining appropriate retirement system for appointment and veterans preference entitlement; experience with employee benefits; familiarity with prohibited hiring practices; and conducting new employee orientation. GS-7 Specialized
Experience:
You must have one year of specialized experience equivalent to at least the GS-6 level in the Federal service. Specialized experience is experience that is typically in or related to the work of the position to be filled. Examples of specialized experience would typically include, but are not limited to:
performance of technical work in processing and coding a full range of recurring and non-recurring personnel actions in HR Smart; experience working with VA/Federal HR systems such as eOPF, USA Staffing, HR Smart, LEAF, etc at an expert level; experience quality reviewing personnel actions; ability to determine correct nature of actions/legal authorities to ensure accurate processing of actions; experience calculating and adjusting Service Computation Dates as appropriate, experience uploading documents properly into EOPF; expert knowledge of Federal Benefits, including FEHB, FEGLI, TSP, and ability to accurately process actions pertaining to these benefits; ability to navigate USA Staffing and a sound working knowledge of application requirements in order to provide accurate information to applicant inquires; and ability to independently provide Federal/VA-specific HR customer service to employees. Experience:
Experience with HRSmart and USA Staffing. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements:
The work is sedentary. Some work may require walking, standing, and bending. The employee frequently carries light items such as employee files or other papers. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
